“ODESEM” Ltd. (Ukraine) offers its entire experience, expertise and possibilities in the sphere of safety enhancement for facilities with the following objects on their territories: nuclear materials (NM), radioactive wastes (RAW) and other ionizing radiation sources (IRS), as well as objects, which, due to operation in the sphere of oil and gas extraction produce radioactive wastes (from the organization of decontamination of pipes, drilling equipment at temporary specially equipped sites to construction of plants for processing solid and liquid radioactive wastes – from the experience of construction on the site of the Chornobyl Nuclear Power Plant). As of today we have conducted a number of meetings in this area of operation, we have been met with mutual understanding, and we have received complete support for realization of these works in such countries as Kazakhstan, Uzbekistan, Tajikistan and Georgia. We are performing the following works with the aim of realization of the measures connected with physical protection of objects of critical infrastructures in accordance with the requirements of the governing Acts and Recommendations of the IAEA:
- development or improvement (if applicable) of State program of physical protection “Model of State Projected Threat” (with realization of mandatory measures on Projected Threat evaluation) for critical infrastructure objects;
- on the basis of model of State Projected Threat, we develop Projected Threats for facilities which have the following objects on their territories: nuclear materials (NM), radioactive wastes (RAW) and other sources of ionizing radiation (IRS), as well as objects, which, due to operation in the sphere of oil and gas extraction produce radioactive wastes;
- with the aim of prevention of nuclear proliferation and nuclear terrorism, we carry out examination of critical infrastructure objects, and basing on the results of examination, development and evaluation of the Projected Threat we determine the measures of physical protection of objects, prepare technical tasks for modernization of the existing physical protection measures;
- within the framework of permitted actions, taking into account the necessity for provision of confidentiality concerning the objects, in cooperation with the Internal Affairs Ministry of the country, where the works are carried out, we analyze and reprocess existing regulatory and legal framework for determining the area of responsibility on the issues of provision of physical protection components.
For many years “ODESEM” Ltd. has been closely cooperating and completing international projects under the contracts with the Pacific Northwest National Laboratory of the US Department of Energy. During the time of operation of “ODESEM” Ltd. there were developed a number of projects on physical protection of nuclear facilities, nuclear materials and other sources of ionizing radiation. Some of them are as follows:
- project on physical protection modernization for radioactive waste disposal site (RWDS) of the Lviv special industrial complex (SIC) of the Ukrainian State Association “Radon”, which has passed the Ukrainian state expertise and is recommended for realization;
- project of physical protection modernization of the research-and-development reactor (RDR-100) at the Sevastopol National Institute of Nuclear Energy and Industry. It passed the Ukrainian state construction expertise, was realized and put into service;
- development and assembly of the system of engineered safety features at the Sevastopol National Institute of Nuclear Energy and Industry. It passed the Ukrainian state construction expertise and is recommended for realization:
- project of physical protection modernization of the radioactive waste disposal site for Dnipropetrovsk special industrial complex (SIC) of the Ukrainian State Association “Radon”, assembly, balancing and commissioning works. It passed the Ukrainian state construction expertise, was recommended for realization and put into operation;
- project for physical protection modernization for the site of radioactive waste disposal for Kharkiv special industrial complex (SIC) of the Ukrainian State Association “Radon”, assembly, balancing and commissioning works. It passed the Ukrainian state construction expertise, was recommended for realization, and put into operation;
In 2008 the company won the state tender. On the basis of acceptance, an agreement was signed with the Separate Subdivision “Atomremontservis” of the National Nuclear Power Generating Company (NEPC) “ENERHOATOM” for completion of design and exploration work on designing of engineering documentation for laying cable passages inside the “Shelter” facility within the framework of the project “Modernization of the system of physical protection and access management according to the program of realization of the “Shelter” project at the State Specialized Enterprise Chornobyl Nuclear Power Plant (CNPP).” Today “ODESEM” Ltd. has completed and the international commission has accepted the works on construction of radioactive waste storage facility of the Dnipropetrovsk special industrial complex (SIC) of the Ukrainian State Association “Radon” with completion of design and assembly system of engineered safety features according to the latest requirements.
